This setting is called “Console Lock display off timeout”. This particular setting, along with another one that is suspect, is a HIDDEN power option setting, and registry manipulation is required in order to have those settings appear again within the Advanced Power Options dialog. It's possible that the thin client you're using may be perceived as a blank screen. The lock screen's clock would not update unless the user moves the mouse or presses a key.
